Re: mobile station
I worked Romania, St Petersburg (European Russia,) & the Ukraine using my FT817 & a mobile whip last weekend.
I had gone out to do the 20 meter QSO's for a foundation course & as I had half an hour to spare before I was wanted had I gave a call on the QRP frequency & got straight into Romania with a 4 & 7 report, I then worked a couple of contesters, which only goes to prove the foundation power level of 10 watts can give you lots of fun, even with a compromise antenna & poor propagation.

Re: mobile station
I was using around £250 of equipment.
Yaesu FT817, non ND model. £200.
Cheap CB mag mount, £20, I brought this after my so called good quality amateur mag mount went QRT after a few months of occasional use.
£20 single band high Q whip from Charles the antenna man, or moonraker as I under stand him to be from ebay.
I also used a £10 (from Lidl's,) 12 volt portable power pack.
