THIS IS A GREAT LITTLE RADIO. LOOKS ALMOST NEW, BUT I HAVE ONE PROUBLEM WITH IT. AND IT MAY NOT BE A PROUBLEM. I CAN NOT GET OUT ALL THE NOISE WITH THE SQUELCH TURNED UP ALL THE WAY. IS THIS THE WAY IT IS SHOULD BE? CAN ANYONE HELP ME OUT.

That would depend upon what the noise is & at what level that noise is at. But the squelch will not remove very high levels (30dB+ for example) of QRM/QRN, not that I would exspect QRN to be at level, especially on the CB frequencies.
